BID MANAGER REQUIRED. Freelance Contract Role of BID Manager for BID Clifton Village.

The contract is initially for a period of 12 months with a 3-month probationary period. This may be extended, subject to a performance review by Board Members.
The expectations within this role are duties and responsibilities that can be delivered with a minimum of 12 hours per week. It is expected several hours a week will be engaging with stakeholders and visiting BID members within Clifton Village, and working evenings and weekends on occasion.

BACKGROUND BID Clifton Village is a collective of business owners (levy payers) within the Clifton Bid boundaries. The role is to encourage levy payers to collaborate and improve Clifton Village for businesses, residents and most importantly visitors. BID Clifton Village is one of the smallest BIDS in the country and is lucky to have many attractions such as The Clifton Suspension Bridge, The Observatory, Birdcage walk and many others.
Clifton is fortunate to have many independent businesses offering a unique shopping and dining experience for residents and tourists alike.
BID Clifton Village was voted in last year, its 3rd term. The 2022-2027 business-led plan is set to deliver investments in services, projects, and initiatives, which will boost the Village and support the levy-paying businesses, over the next five years. Reporting to the Chairman and Board members.
Job Function: To provide strategic and operational management for BID Clifton Village, engaging with key stakeholders, including levy payers, local authority, community and charity organisations. They are responsible to the BID board for the delivery of the business plan and to manage contract delivery against SLA’s, KPI’s and budgets. The BID Manager will identify opportunities for the betterment of the BID area and report these to the Board.
RESPONSIBILITIES
Finance and Resource Management
Manage the BID’s operation to ensure effective and efficient delivery of the organisation’s objectives, as agreed by the Board.
Ensure the Chairman is updated on all operational activities as and when required.
Organise and attend monthly Board meetings and taking professional and accurate minutes.
Monitor and manage performance of the organisation against the overall BID plan.
Manage and or oversee all projects delivered by BID ensuring budget targets are met in a timely manner.
Safeguard the financial position of BID to ensure that performance is in-line with approved budgets and cash flow forecasts.
Be the operational point of contact for relevant partners, and work to coordinate the aims of the organisation with other appropriate initiatives.
Produce and implement annual project Newsletter which sets out the aims, objectives, timescales, budgets, tasks with associated roles and responsibilities ensuring compliance with the business plan.
Events
Manage meetings and events as required to deliver projects and services, ensuring that clear and auditable records of BID meetings and decisions are generated and shared with communities in a timely manner as required.
Effectively manage consultants, contractors and organisations applying for funding to ensure they have appropriate levels of capacity and skills are available (including Health and Safety / relevant permissions) to deliver projects in line with the business plan targets (financial and output). And ensure funding awards or contracts with suppliers of services are clearly documented and approved by the Board.
Ensure all projects/initiatives are delivered to consistently high standards and provide positive and productive experiences for all project beneficiaries.
Ensure the effective management of BID projects and services including events and festivals. Compliance with appropriate legislation governing employment, data protection, health and safety Marketing, Communication and Relationship Management
To act as an ambassador for Clifton Village.
Proactively seek opportunities to extend the scope of delivery. Build positive external relationships with key stakeholders, such as Bristol City Council, local Councillors, Police, Visit West and charity organisations, and the wider community.
Composing communication via Mailchimp and posters etc, for levy payers and residents promoting the work of BID Clifton Village.
Develop and deploy a high quality and effective marketing, communication and publicity strategy for BID Clifton Village and associated events (2024 strategy to be developed and signed off by the Board with the first month)
Design and deliver a social media strategy for BID Clifton Village (2024 strategy to be developed and signed off by the Board with the first month)
Ensure that the BID Clifton Village website is accurate and regularly updated

PERSON SPECIFICATION
Essential
Strong project management experience.
Evidence of commercial acumen and experience of small business management.
Ability to work with minimum supervision under the leadership of a Board.
Ability to manage complex relationships with partners
Work cooperatively with others to set goals, resolve problems, and make decisions that enhance the effectiveness of BID.
This role requires the ability to handle detailed information, sometimes confidential / be able to multiple task / to respond quickly to spontaneous issues, / be able to work within a changing environment.
Decision making: The BID Manager needs to support the business and staff by quickly assessing situations based on their importance, risks, and urgency by making clear and timely decisions in the best interests of the organisation.
Communication: The BID Manager will need to be an excellent communicator and will be able to adopt their style to various stakeholders.
Proven experience in coordinating and managing medium to large-scale projects such as Christmas, the largest within the calendar.
Excellent communicator and confident with public relations, and the ability to handle complex information.
Proven negotiation skills at strategic and operational levels in both public and private sectors to achieve common goals.
Ability to always work with professionalism and integrity.
Flexible working with occasional out-of-hours work is required.
Desirable Knowledge of Clifton and Business Improvement Districts
Presentation skills
Knowledge of political and economic conditions of retail, leisure, and licensed businesses.
Proficiency in using social media and managing website content.
Personal characteristics: Team Player, resilience, and adaptability. Ethically focused: The BID Manager needs to always demonstrate the highest professional standards. This person will be invited to attend social events representing BID.

Remuneration The role pays £20 per hour (up to a maximum of 50 hours a month – average across a year) and is on a freelance basis.
